Quality and Outcomes Framework (QOF)

The Quality and Outcomes Framework (QOF) is a voluntary annual reward and incentive programme for all GP surgeries in England. The QOF clinical register on obesity was started in 2006/7 and is based on patients aged 16 and over with a BMI greater or equal to 30 recorded in the previous 15 months. Current prevalence figures are unadjusted by age, subject to practice and patient compliance and do not capture non-registered or non-attending patients.

  • Methodology: Measured BMI in practice patients aged 16 and over
  • Start date: 2006/7
  • Frequency of survey: Reported annually in June
  • Most recent return: 2008/9
  • Commissioned by: General Medical Services (GMS) contract
  • Coverage: Practice level upwards in England, >99% GP registered patients in England
  • Caveats: Not age adjusted, reliant on practice compliance and does not capture non registered and non-attending patients
